Engineers today start their careers with excellent technical skills and subject matter. The IEEE Instrumentation and Measurement (I&M) Newsletter includes time sensitive news useful to its members and highlights content of the current issue of IEEE Instrumentation and Measurement Magazine.
Welcome Message from I&M Society President


As President of the Instrumentation and Measurement Society, it is my privilege to represent you on the Technical Activities Board. I also lead a very capable and energetic Administrative Committee of the I&M Society.


February brought me to a meeting of each group. As IEEE has struggled with major changes in policy which affect our society, the discussion in each was intense. The officers and editors of the I&M met to review our long-term strategy and plan our year accordingly. We set a course that provides for expanding our publications and our conference offerings. In the face of changes by the IEEE in overhead charges to our budget, we prepared alternatives that would preserve the activities you have come to value in our Society. The challenge, of course, will be to apply our limited resources in the most efficient and effective way for your benefit.

At the IEEE TAB meeting, I learned that our budget will be changed by the new overhead formula, but not as drastically as feared. This was a relief and gave me some confidence in our ability to increase our magazine editions, add a new conference, and support increased Technical and Standards Committee initiatives. We have also increased our support for regional liaisons which will in turn support chapters around the globe. The biggest unknown at the TAB meetings that remains is the effect of the new Open Access Journal initiatives. A European movement to force all journals to be Open Access is creating turmoil in the market. Only a few percent of the papers submitted to our top-tier Transactions on Instrumentation and Measurement are requested as Open Access, so it is not affecting us at this moment, but IEEE mandates in response to the European movement may do so in the future. We are well represented on the Publications Service and Products Board of the IEEE and will continue to monitor the strategy.

So, as I say, we are off to a good start for an exciting and productive year. Stay tuned! I hope to see you at one of our major conferences. If you see me, please stop me and let’s get to know each other. I have a busy travel schedule for the year, but I’m open to opportunities to meet members at a regional or Chapter level, so please let me consider your request.

Dear Students of Instrumentation and Measurement,

I2MTC in Auckland, New Zealand is coming up soon! Between the Student Paper Competition, the Sensors and Measurement Student Competition, Student/YP Panel, tutorials, presentations, and everything else, there is a lot to look forward to! The theme of our Student/YP Panel this year is "Engaging with IEEE and I&M" and it will be held on Wednesday, 22 May from 3:30-5:30 PM.

I&M Publications News

Authors of any papers published or e-published during 2018 in the IEEE Transaction on Instrumentation and Measurement (TIM) are welcome to present their TIM paper in a special session at the IEEE I2MTC 2019 conference, held 20-23 May 2019 in Auckland, New Zealand. 

There are many advantages to presenting your TIM paper at IEEE I2MTC. First, you will have a chance to promote your work to the conference audience (typically 350 to 550 attendees) and get more exposure for your work in the I&M community. Second, you might receive useful feedback on your work, leading to further research or collaboration with other community members. Third, your TIM paper might receive more citations since more people will be aware of it. Finally, it is a perfect opportunity to do networking with other experts like yourself in the community.

Rules: Your TIM paper's title and authors' list will appear in the conference program. The paper itself will NOT appear in the conference proceedings or in IEEE Xplore, since it is already published in IEEE Xplore as an IEEE TIM paper.

IEEE International Symposium on Measurements and Networking (M&N) Special Issue: Extended M&N papers registered and presented at the conference must be submitted 29 September - 13 October, 2019.

IEEE International Symposium on Medical Measurements and Applications (MeMeA) Special Issue: Extended MeMeA papers registered and presented at the conference can be submitted to this SI. Please check the website for the announcement of the submission window.

IEEE International Symposium on Robotic and Sensors Environments (ROSE) Special Issue: Extended Rose M&N papers registered and presented at the conference must be submitted 14-27 October, 2019.
Distinguished Lecturer Program – 2019 Call for Applications
The Instrumentation and Measurement (I&M) Society is currently accepting applications for new Distinguished Lecturers (DL) for the Distinguished Lecturer Program (DLP). The DLP provides I&M chapters and technical events around the world with talks by experts on topics of interest and importance to the I&M community. Our lecturers are among the most qualified experts in their field. More details on the DLP can be found on the I&M Society website.

DLP Evaluations are conducted in person each year at I2MTC. This year, I2MTC will be held 20-23 May in Auckland, New Zealand. Details on the Evaluation Meeting will be posted on the I&M website and the I2MTC website as they become available.

Suggested topics for DL presentations include (but are not limited to):
  • Laser/Optics (including Fiber Optic Sensing)
  • Measurement Precision, Sensitivity, and Noise
  • Measurement Fundamentals (accuracy, trueness, repeatability, resolution, etc.)
  • Calibration and Calibration Periodicity
  • DC Measurements
  • Biomedical Instrumentation and Measurements
  • Robotics/Automated Measurements
  • Nanotechnology in Instrumentation and Measurement
  • Big Data and Metrology
  • Measurement for Food Safety
  • State-of-the-Art of Traditional Measurements and Instrumentation (Digitizers, Voltmeters, Spectrum Analyzers, etc.)
To apply, submit a single PDF file that includes the following:
  • Title of Presentation
  • Presenter's name and affiliation
  • Abstract of the presentation topic (between 500 and 1000 words)
  • A biography of the presenter (limited to 150 words)
Applications will be accepted through 11:59pm (CST) on 3 May 2019. Proposal presentations selected for an evaluation slot must be no longer than 12 minutes and must be presented in person at I2MTC.

Call for Participation in Technical Committees
I&M has 20 different Technical Committees (TCs). Our TCs define and implement the technical directions of the Society. As a fundamental element of the Society all members are invited and encouraged to participate in one or more of its technical committees. Please contact Ruqiang Yan, VP Technical and Standards Activities, at yanruqiang@xjtu.edu.cn or any member of the Technical and Standards Activities Committee, if you are interested in membership in one or more of our TCs. Recognition of Technical Achievements and Innovations – Announcement of Issued Patents
We would like to recognize I&M Society members' technical achievements and innovations that have resulted in issued patents during the current calendar year. Latest Issues
IEEE Senior Membership
IEEE Senior Membership is the highest grade for which application may be made and requires experience reflecting professional maturity. Candidates need to be an engineer, scientist, educator, technical executive, or originator in IEEE-designated fields in professional practice for at least ten years and shall have shown significant performance over a period of at least five of those years.

An application for Senior Membership requires three references unless nominated by a Senior member, and in that case requires two references.
